Not exactly. It’s more saying that, as people who oppose the death penalty succeed in putting pressure on companies (mostly European ones) to stop producing lethal injection drugs, states that still use the death penalty are relying on largely untested cocktails of drugs. Sometimes, this has nasty results.
Also relevant is the physicians’ professional organizations condemn doctor participation in the process, so the people administering the drugs probably lack biomedical training.
These VA scheduling scandals are infuriating. We have a responsibility to take care of our veterans.

Why have our capital punishment protocols become worse in recent years?
I have a solution! Why not enroll condemned prisoners in Medicaid? They’d probably be dead before their death sentence is even carried out!
Or, apparently, give them VA medical care.

Maybe — but I doubt if that many actually have to pay the tax. Most will get a hardship exemption.
People get punished because they do not buy something…
