Many people believe the AARP backed the PPACA (which cut funding for Medicare Advantage plans) to boost sales of Medigap plans that AARP sells. AARP is not an insurance company so they did not recieve any special treatment. the entities who received special treatment are: United Healthcare, Anthem Blue Cross, Health Net, Blue Shield and any other insurance company who offers medigap insurance.
