Except that according to the National Cancer Institute, sigmoidoscopy misses cancers that colonoscopy finds. One study concludes that about 2/3 of women with advanced neoplasia would have been told that there was nothing to worry about had they only had a sigmoidoscopy.
Of course, sigmoidoscopy does cost less. Anyone remember the breast cancer guideline fight?

I think all the antihypertensives in the study are cheap these days. It may come down to side effects.
