    Yes, that’s true. And it will also take a miracle to get that darn exchange working correctly and avoid adverse selection.

    Economic policies are not usually politically good policies. Congress suffers significant blow back when they do that.

    Kinda hard for politicians to do anything right. When so many of them get elected to do great things, they just end of doing great damage.
