Sounds substandard quality regulations are a big problem in those countries.
Since June 2009, the economy has created 2.6 million jobs while 3.1 million workers signed up for disability benefits.
This represents abuse of the system at taxpayer expense. Incapable of working is something completely different that not being able to find a job.
