    If the Dept of Health and Human Services has the authority to set rates, two things are likely to happen. First, most of the health insurers will drop out of the market when rates are set artificially low. Second, the remaining few large insurers will capture the regulators and will get a cartel where rates skyrocket because there are so few firms left.
