    TennCare is a model not only of what not to do. It also illustrates a way to cover the uninsured. After the plan just about bankrupted the state, Tennessee officials scaled back their costly, ambitious effort to provide for all. In place of traditional coverage, officials rolled out coverage based on a “3-share” limited benefit plan. Low premiums are split between workers, employers and the state. Annual benefits are capped at around $25,000. Claims analysis shows that something like 98% of enrollees never exceed their caps in a given year. Enrollees are satisfied because they are getting the care they need and report feeling proud that they were helping to pay their own way rather than relying on Medicaid.

    TennCare post is spot on. This is exactly what is going to happen with the “health Insurance Exchange.”
