You can believe Joe is very colorful from just what you see on TV. Your very right on that he is much more colorful in person. It does not take long before he says or does something out there, awkward, or inappropriate.

How original! Years ago when he ran for president someone on his campaign staff — maybe him — though it would smart to plagiarize classic speeches given by famous dead people and pass off thinly-disguised versions as his own. Joe Biden would be hilarious is he weren’t only a heartbeat away from being president.
I didn’t know this, and looked it up. Turns out that Wikipedia has been whitewashed.
