As much as I think ObamaCare is coercive (and bad policy), this is not necessarily an encouraging sign. Having a weakly-enforced mandate coupled with insurance regulations guaranteeing insurance regardless of health status will only serve to destroy the private insurance market sooner.
As much as I don’t like the mandate it’s non-enforcement will only add to the amount of people who game the system, thus raising costs for everyone else.
It seems flip-flopping is the new thing, as we have seen it from several of this year’s presidential candidates (from both parties). You can’t stick to one argument and defend it? Then don’t make one.
Its a lose-lose situation for everyone. You don’t make enough money, so you get school grants…but forget about health care. Make enough money to afford health care, but forget about financial aid for school.
If the IRS does not intend on enforcing obamacare, then who is? Are they creating a new govt agency to collect the tax, or “fee” money?

Okay so, they can only enact a lien if I’m eligible for a refund. But because my income is so low, I’m exempt from the lien?

Forget about not enforcing ObamaCare. We still have several health mandates and regulations corrupting our system. ObamaCare is just one of them…
