Why We Cannot Ignore Immigrants in Health Care Reform

Dana Goldstein makes this excellent point: If immigrants are excluded from health care reform:

Why would an employer hire an American citizen, for whom he will have to provide health coverage, when he could instead hire a perfectly legal new resident, who is exempt from health insurance mandates?

    It appears illegal immigrants will get a better deal than Americans citizens. The reson of us will have to purchase the health plan the government bureaucracy mandates.

    I don’t think the cited post makes much sense. If ObamaCare requires employers to provide coverage to employees, then employees must have coverage regardless of whether they are illegal. So, no distinction.

    Employers who choose not to provide insurance would have to pay a tax based on the number of employees, regardless of their legal status. Again, no distinction.

    Individuals who don’t have acceptable coverage would have to pay a tax, regardless of their legal status. What matters is if they file taxes. But employers don’t care about individual tax situations so, again, no distinction.

    All HB 3200 seems to say is that the feds can’t provide “affordability credits” for illegal aliens. This won’t matter a bit if the program copies Massachusetts, and has an income threshhold below which enrollment is free. Even if it is enforced, it simply means that illegals will have to pay more for required insurance than legal residents thus lowering the return from working in the US.
