    This analysis assumes that 7 to 8 million of the 10 to 13 million uninsured people who are Medicaid eligible but not enrolled will remain uninsured.

    State officials worry about a “woodwork” effect, where people who were Medicaid eligible under the old rules will be swept up in outreach efforts when the individual mandate goes into effect in 2014. State Medicaid programs will have to pay the cost of covering those previously eligible under the old federal matching formula rather than the more generous expansion law.

    Looks to me like the number of people who are going to be eligible but not enrolled in medicaid will be about where the number is today.
