People should pay extra if they take up two seats. On the other hand, why not give everyone the option to buy a second seat, regardless of the weight or size?
The Canadian Transportation Authority views obesity as a disability. Last year it ordered Canadian carriers to provide obese passengers an extra seat for free. Air Canada requires a medical certificate from a doctor to qualify for a free seat.
