    This is what I thought was a very important sentence from the article:

    “So the issue was framed as who should have to buy the health insurance, the employer as the Hillary plan required, or the worker, as the Heritage plan required. Not a winning issue for the Heritage plan.”

    When people convince themselves that someone has to be responsible for buying insurance, that’s the problem. It limits the range of solutions to be found.

    Conservatives pretend like an individual mandate is radioactive. I don’t support the idea of forcing people to buy insurance. However, it would not bother me to require individual responsibility when it comes to people protecting themselves against unforeseen medical costs. Why not do it like some states do with auto liability insurance? Rather than require a gold, silver or bronze health plan with essential benefits, instead require people to show proof of financial responsibility. A limited benefit plan would be sufficient to protect 99% of the population against unforeseen medical costs.
